feat: publish TrUAPI artifacts package

Summary

• add a generated @useragent-kit/truapi package with versioned v0.2 JS/TS entrypoints
• publish the raw v0.2 manifest at @useragent-kit/truapi/v0.2/manifest.json
• add npm run build:artifacts to regenerate from the Rust v0.2 spec and docs TypeScript registry

• @useragent-kit/truapi@0.2.0 is already published publicly on npm with latest -> 0.2.0

• @parity/truapi is generated from that code base and will be what embedded in the products
• @parity/truapi-host is the counterpart being worked on in feat(truapi-host): add host-side codegen and @parity/truapi-host package #77 and will serve as the host counter part until we can have the rust runtime taking over
