draft: Initial cargo-dist impl

Switch to the Oxide computer cargo-dist fork with the goal of signing rfd-cli binaries the same way we do for oxide.rs.

I've provisioned the following required secrets to the repo:

CODESIGN_CERTIFICATE
CODESIGN_CERTIFICATE_PASSWORD
CODESIGN_IDENTITY
CODESIGN_NOTARIZATION_APPLE_ID
CODESIGN_NOTARIZATION_PASSWORD

Initially macos signing only.
.github/workflows/release.yml was generated via dist init (unchanged).

Not sure how best to test this.
