…t-proto" This reverts commit 2ebe2af. And adds a fixup to the `attest-time` crate to disable ipcc by default. This is a work around for dependencies in a cargo workspace being unified: if we enable ipcc unconditionally or by default it looks like the other ELFs in the workspace will end up with libipcc `NEEDED` and that's not what we want.
