AO3-7333 Add username to Challenge Claims page title

Purpose

Changes the user's Challenge Claims page title from "Challenge Claims | Archive of Our Own" to "username - Challenge Claims | Archive of Our Own".

In the meantime, I've updated the Jira issue status to In Review so no one mistakenly creates a duplicate pull request.
