While Security Insights has been an OpenSSF project since 2022, a lifecycle document was never logged. This seeks to rectify that oversight.

Thanks @eddie-knight ! We just updated the project lifecycle docs, can you please include the new section on MVSSR alignment? LGTM otherwise!

being nit-picky: To completely follow the template, a section on IP policy is needed, too.

Correcting myself: this applies to donated projects, so we might just skip this section - or just state this fact (to avoid more dumb comments)
