Oci sdk deployment

Added two end-to-end anomaly detection projects demonstrating both supervised and unsupervised workflows using OCI Data Science. This repository includes:

1. A classical fraud classification project. This project is self-contained and is also used in the blog post co-authored with Irine from the Open Source team.
2. A sales unlabeled anomaly detection project based on SARIMAX time-series forecasting and prediction intervals for anomaly detection. The project also demonstrates integration with OCI Monitoring.

Each project covers major stages of the ML lifecycle, including data exploration and preprocessing, modeling, validation, model custom registration and deployment, and automation.

I also added some data science background and tips.
