BUTANE_RELEASE note (bootstrap / MCC Ignition)

Confirmed root cause for 4.12 bootstrap timeouts is not the ≤4.15 virsh fallback:

• upi-conf-libvirt always runs ipi-conf-debug-kdump-configure-logs
• That step defaults BUTANE_RELEASE to 4.15.0 → Ignition 3.4.0
• 4.12 MCC only supports Ignition 2.2 / 3.0–3.2 → crash-loop → 30m bootstrap timeout

All migrated 4.12 homogeneous + 4.13-from-4.12 upgrade jobs keep:
