winc: bump master image ref for 4.22

This pull request updates the base image versions used in the CI configuration files for the Windows Machine Config Operator. The changes ensure that the operator builds and tests against newer image versions, aligning with recent releases.

Base image version updates:

• Updated the operator-sdk base image from version 4.19 to 4.22 in openshift-windows-machine-config-operator-master.yaml, openshift-windows-machine-config-operator-release-4.22.yaml, and openshift-windows-machine-config-operator-release-4.23.yaml. [1] [2] [3]
• Updated the previous-bundle and previous-wmco base images from version 4.20 to 4.21 in all three configuration files. [1] [2] [3]
