RHDH adjust env vars for REST API

[zdrapela]

Follow-up to #75596 because the previous approach didn't work. The OpenShift CI (Prow) is not stripping the MULTISTAGE_PARAM_OVERRIDE_ prefix; instead, it allows a variable with this prefix to be used in the job. The override logic was updated.

Skip sending results from manually triggered jobs to the Data Router, as they may not be representative.
