The bump is basically a bump in setup-crate, which I find a bit hard to follow.
I'm wondering if we can replace this with opensafely-core/setup-action. We can configure it to skip the Python and uv installs, and it will just install just for us.
Will prep a PR to see what that looks like; not merging this for now.
