Enable Bluetooth aptX and aptX-HD codec support in PipeWire by integrating
the libfreeaptx library and updating PipeWire PACKAGECONFIG accordingly.

This allows A2DP audio streaming using aptX-capable Bluetooth devices
when the required dependency is available.

Add a new libfreeaptx recipe (LGPL-2.1+) providing aptX/aptX-HD codec support
Enable aptX/aptX-HD codecs in PipeWire via PACKAGECONFIG
Remove the upstream Meson option that previously disabled the BlueZ aptX codec
Ensure the required dependency is correctly pulled in at build time

aptX support is enabled only when the corresponding dependency is available
No existing functionality is affected when aptX is not enabled

Add a libfreeaptx recipe (LGPL-2.1+) to provide aptX/aptX-HD codec
support for Bluetooth A2DP audio codec.
