Description
Use openedx-authz permissions for the Course Updates page in Studio when the
AUTHZ_COURSE_AUTHORING_FLAGis enabled for the given course.If the
AUTHZ_COURSE_AUTHORING_FLAGis disabled then the legacy permission checks will occur.The permission checks for the "Course handouts" section of Course Updates were handled in #38179.

Testing instructions
For automated tests, run pytest on
cms/djangoapps/contentstore/views/tests/test_course_updates.py.To test manually, make sure that the
AUTHZ_COURSE_AUTHORING_FLAGis enabled for the course you are testing, and that openedx-platform is using openedx-authz >= 0.22.0. Runmanage.py cms load_policiesto ensure latest casbin policies have been loaded and then assign course related roles to the users you are testing.Navigate to the Course Updates page for the course (e.g.
http://apps.local.openedx.io:2001/authoring/course/course-v1:OpenedX+DemoX+DemoCourse/course_info) and see if the updates load, whether you can add an update, edit an update, and delete an update.Deadline
