fix(i18n): recover translation CI failures

Summary

• queue R2 Pages publish dispatches with GitHub Actions concurrency queueing
• align incremental locale scheduling with the finalizer expected locale set
• shard full translation batches and finalize each locale once from all shard artifacts
• add a temporary recovery TODO with operator steps for failed or incomplete locales
