What this PR does and why it's needed
Updates the Starshipit shipping documentation for v17 to reflect setup based on feedback from SME: account-side configuration steps (pickup address, couriers, checkout rates, API key) are now consolidated into a link to Starshipit's own "Integrating with Odoo" support article instead of being duplicated step-by-step in Odoo's docs, and the Odoo-side configuration steps are updated to match the current UI.
