Keeps the full Simfile suite on pull requests and main. The tag workflow now performs version verification, production audit, build, isolated package installation, and npm publication without rerunning typecheck/tests through npm lifecycle hooks. Also removes the orphaned Tiny Football census hooks left behind after that fixture was excluded.
