Summary

Release dev to main for the specfact-code-review review-scope-modes change and its published 0.44.0 bundle artifacts.

This brings specfact code review run --scope changed|full and repeatable repo-relative --path filters to the official module, updates the governed OpenSpec change artifacts, refreshes the code-review docs/changelog, and promotes the signed registry package for nold-ai/specfact-code-review@0.44.0.
