This PR belongs to a series of PRs that will enhance the user migration to include all settings.

Included changes in this PR:

  • Remove all existing quick actions before import
  • Allow export of quick actions
  • Allow import of quick actions and associate them with the previously imported, applicable account, mailbox and tag

Please ignore the failed CI run regarding the unconventional commit message. That happens as I tag another feature branch for better overview here. Additional changes that are being requested in previous PRs are included later on here as well.
