chore: bump deps

Description

This bumps deps as needed and possible.

• Update patchbay to 0.7 (closes chore(deps): bump patchbay from 0.6.0 to 0.7.0 #194)
• Updates netdev to 0.46.1 (closes deps(netwatch): bump netdev to 0.46.1 so iOS 15-17 apps can launch #208)
• Updates Cargo.lock to latest patch versions (closes chore(deps): bump noq-udp from 1.1.0 to 1.1.1 #195, chore(deps): bump ctor from 1.0.7 to 1.0.12 #196, chore(deps): bump time from 0.3.49 to 0.3.54 #198, chore(deps): bump netlink-proto from 0.12.0 to 0.12.1 #199)

It does not update netlink-packet-route and netlink-packet-core to latest versions, as this would lead to duplicate dependencies because netdev still depends on the versions we currently use.
