perf(webpack): add light weight stats builder

Description

Summary: add a lightweight stats builder in FederationStatsPlugin to avoid compilation.getStats().toJson() overhead.
Details: build stats data directly from the compilation graph, then reuse that shape for federation stats generation. Includes a changeset marking @module-federation/node as major due to the runtime behavior change.
