Summary

Clarifies the resource-prompt argument descriptions for resourceType and resourceId
Adds coverage that the registered prompt exposes the expected descriptions

Fixes #3985.

Verification

npm run build --workspace=@modelcontextprotocol/server-everything
npm test --workspace=@modelcontextprotocol/server-everything -- prompts.test.ts
