Added section on tenant verification and risk-based access for Microsoft Threat Intelligence APIs.

Hi Jarbas Horst (@JarbasHorst) - I don't have access to the private repo. Is there any documented guidance on how to request access? In any case, can this PR be processed and the following updates to other docs can be via the private repo once I have access?

Are we good to merge this?


Microsoft Threat Intelligence APIs use per-tenant risk-based enforcement. The service evaluates the tenant that makes each request. If a tenant is identified as high risk, requests from that tenant are blocked until the tenant is successfully verified.

The error message for a blocked request indicates the tenant's current verification state. When available, the message also includes a link to complete tenant verification.

Hi Prateek Taneja (@prtanej), we should avoid using the possessive when the noun doesn’t refer to a person.
