This PR adds a broker-wide IPv4 UDP namespace with independent guest port authority, private Linux backend endpoints, cross-session routing, guest-visible source translation, per-socket external-peer filtering, stale-datagram protection, bounded quotas and draining, and full-stack runner coverage.
