Implement the User Location Reporting API to retrieve and update
account-specific Timeline settings.
Move Timeline controls to the Google account details page. Synchronize
Location History with the account while keeping upload permission local
to the current device.
Use the effective account settings for ReportingState, Timeline access,
and ODLH backup scheduling. Add pending opt-in synchronization and retry
handling, and keep settings access in the main process to avoid
cross-process preference inconsistencies.
