Also promote foreign city rule to its own set of clearance metrics.
The combination of the rules will allow one to create octagonal clearance areas (or chamfered squares)
This is WIP because I wrote it, made it compile, and didn't test it in the slightest.
I need to confirm that the max-bounds are calculated correctly, and that the any/foreign exclusionary rules work as advertised.
