The reusable generic SV protocol, measurement, evidence, Publisher, and Subscriber core is now owned by the paired engine PR masarray/ARIEC61850#45. The active ARSVIN integration, exact engine pin, build/test governance, release provenance, and remaining validation gates continue in #51.
No merge is required from this PR.
