Flatten IO FAT status columns and align loading visuals

Purpose

Apply the latest field UX feedback to the IO List FAT workspace without changing acquisition, evidence, persistence, or export behavior.

Visual cleanup

• remove nested card/pill surfaces from LIVE, ACQUISITION, and RESULT cells
• keep LIVE and ACQUISITION as flat, readable table text
• separate operational STATUS from final RESULT
• show final outcomes only in RESULT: ✔ PASS, ✖ FAILED, ⚠ REVIEW, or —
• keep workflow states such as Ready for ON in the dedicated STATUS column

Loading visual language

• remove both custom rotating spinner implementations
• use slim indeterminate ProgressBar controls for IED-card and header preparation feedback
• preserve non-modal Explorer navigation while one IED is connecting

Unchanged behavior

• configured/dynamic reporting policy
• relay timestamp evidence
• OFF → ON → OFF state machine
• evidence journal, autosave, Excel, PDF, and .arsas
• active evidence remains pinned to one IED

Regression coverage

• LIVE, ACQUISITION, and RESULT templates must not contain nested Border cards
• STATUS must own Runtime.StateText
• RESULT must contain only final outcome labels
• custom spinner names are prohibited
• indeterminate ProgressBar feedback is required
