Updated `codeql.yml` to modify CodeQL actions, permissions, and workflow triggers. Revised `linter.yml`, `publish.yml`, `publish_abstractions.yml`, and `publish_swashbuckle.yml` to use newer versions of `actions/checkout` and `actions/setup-dotnet`, adding necessary permissions. Modified `SimpleAuthentication.sln` to include new files and updated `Swashbuckle.AspNetCore` package versions across multiple projects. Added `copilot-instructions.md` with guidelines on code style, architecture, documentation, and testing practices.
