A Framework for AI Transition Economics

A policy framework for funding economic stability through commercial AI infrastructure. Overview

This project presents Stability Capitalism, a market‑based mechanism to prevent economic destabilization from rapid, AI‑driven workforce displacement. It proposes a micro-fee on commercial AI inference that funds direct, recurring dividend payments to working Americans. Core elements

Mechanism
A fee of 0.0009 dollars per commercial AI inference, collected at the cloud infrastructure level, using billing and metering systems that already exist.

Dividend
A monthly AI-funded dividend that ramps after Year 1 and reaches full maturity by Year 4, providing 3,000 dollars per month to eligible adults, with primary coverage targeted to those earning under 80,000 dollars annually and phasing out by higher income levels.

Model architecture
Structured on the Alaska Permanent Fund and similar sovereign wealth fund models, adapted to AI-era economics where commercial compute replaces natural resource extraction as the revenue base.

Implementation path
Includes a proposed Ohio pilot, an 18‑month national rollout timeline, and scenarios for phased expansion, Social Security integration, and inflation‑indexed adjustments.
