What this PR does
Adds a reference link to the LiveKit Cloud dashboard for users who
need to find their environment variables (LIVEKIT_URL, LIVEKIT_API_KEY,
LIVEKIT_API_SECRET). Also adds a link for self-hosted users.
Why
New users following the README quickstart had no guidance on where
to obtain these credentials, which could cause confusion during setup.
