In Stream Create and Edit forms in the Clusters table show only clusters that have a region that has "ACLP Logs Datacenter LKE-E" capability

• In Kubernetes API Audit Logs Stream Create/Edit forms (logs/delivery/streams/create): filter regions and clusters to the ones having "ACLP Logs Datacenter LKE-E" capability

Prerequisites

• Set aclpLogs.enabled flag to true

Verification steps

• On devcloud it should only display clusters from regions having "ACLP Logs Datacenter LKE-E" capability, on prod we're still waiting for API release
• Filtering, searching, selecting clusters should work as before
