Upstream PR ships per-organization OIDC account-linking settings: a new SSO settings panel with two toggles ("Link SSO identities across providers" and "Link SSO logins to existing accounts by email") that organization admins can configure themselves. Previously these were controlled only by instance-wide environment variables, which Cloud customers couldn't change. The effective value is now
