feat(lab): CL-10 runtime implementation staging

Draft child PR for #1510.

The GitHub integration currently has read-only access to lidge-jun/opencodex contents/refs (403 Resource not accessible by integration) but retains write access to the Wibias fork. This branch starts exactly at #1510 head fdc954a3ae721d6618e3bfb0cbd1a3163888b674 and is used only to stage and validate the authorized CL-10.1 through CL-10.4 runtime implementation.

Current slice:

• closed public evidence DTOs and runtime validation
• reviewed, content-addressed public route registry authority
• domain-separated public IDs
• protocol projection with private/local metadata omission
• fail-closed private-route handling unless exact trusted route authority is supplied

No CL-10.5 remote publishing implementation. Do not merge yet; this PR is a CI/transport staging path while #1510 remains the canonical programme PR.
