Clevis is full of automagic constructs. Everything is auto-detected, and what ultimately depends on the build host. This is undesirable, especially in Gentoo. This patch allows dracut and udisks2 support is be disabled (or enabled and the build will fail if they are missing) , and allows bash-completions macros to be installed unconditionally, even if bash-completion is not installed on the build machine. The builder must opt into this, the default is still to probe, so there are no behavior changes by default.
