Adds a Notifications preferences tab with per-event enablement, sound, hook URL, and Apple Shortcut delivery settings.
Notification delivery now supports custom hook calls, Shortcut execution with provider input,
{provider}URL substitution, and provider-aware session/login/Augment events.This also tightens several timing-sensitive tests around notification delivery, dashboard navigation, historical usage writes, widget snapshots, and scoped refresh attempts.
