- Remove personal AWS CLI reference doc from the public repo
- Remove stale deferred items for CI-before-deploy and Terraform image tag alignment
- Update README/TRACKER wording to reflect the current implemented state
- Keep documentation clearer about portfolio/dev posture versus production readiness
