Summary

Persists the branch-evaluation and prioritization advice from the 2026-07-15 agent session so it can be used offline.

No runtime or framework behavior changes — documentation only.

Persist offline reference for reconciling unmerged remotes, open PRs
(#24 spike, #25 workflow commands), issue housekeeping, and Milestone 1
FEAT-001 next steps.
