feat: simulated feature to test if v1.2.0 draft is correctly generated

This PR validates that:

• PR labeler auto-label.yml works as expected
• Release drafter no longer runs when opening a PR
• Release drafter doesn't run when merging a PR to main
• Release drafter generates a draft when cutting a new release/* branch only
  • Release draft for 1.2.0 successfully generated
