fix: add jest and node types to tsconfig compilerOptions

TypeScript 6 no longer auto-includes @types/* packages, causing
test suites to fail with 'Cannot find name describe/it/expect'.
Explicitly declaring types resolves the issue.

fix: add ignoreDeprecations for baseUrl in TypeScript 6

TypeScript 6 deprecated the baseUrl option. Adding
ignoreDeprecations: '6.0' silences the build error.
