Adds a release-triggered npm publish workflow using OIDC trusted publishing and provenance.\n\n- New .github/workflows/npm-publish.yml triggered by GitHub Releases\n- Removes the old npm publish / tag / release creation logic from nodeci.yml\n- Updates README with the new release process\n\nBefore merging, the hsluv npm package needs hsluv/hsluv-javascript configured as a trusted publisher for the npm-publish.yml workflow.
