Add a VEX command, that allows for pulling of the HeroDevs VEX statement.
The command also provides a number of filtering flags, to whittle down the VEX statement to desired values. Flags are provided to filter by package name, CVE identifier, status, etc. There is also the ability to provide an input SBOM as a base for the filtering, to have VEX statement with results that apply to the given SBOM.
