Remove the 'halo-sigs/theme-modern-starter' entry from the theme starter list in the developer guide. Updated docs/developer-guide/theme/prepare.md and the corresponding versioned docs for versions 2.18 through 2.23 to keep the list focused on the supported starter templates.
