Add Docker to Railstats LA Technologies

What changes did you make?

• Added "Docker" to the technologies list in _projects/metro-ontime.md

Why did you make the changes (we will use this info to test)?

• The Railstats LA project uses Docker but it wasn't listed on the project's page, so this keeps the site's tech info accurate for visitors
