Code Review

This pull request adds a note to the README.rst file to indicate that the repository has been archived and its contents have moved. My review includes a suggestion to use a standard reStructuredText warning admonition for this note, which improves semantic correctness and rendering. This is a minor formatting suggestion for better documentation quality.

For better semantic structure and rendering, it's recommended to use a standard reStructuredText admonition like .. warning:: to indicate the archived status of the repository. This is more standard than the current formatting and will be rendered more appropriately by tools that process RST. I've also capitalized 'GitHub' for consistency, made the entire notice bold for emphasis, and added a period at the end of the sentence.
