Adds missing NVENC classes in order to support GPU video encoding in a variety of GPU types. We encountered missing ioctls in Blackwell GPUs but decided to do a sweep and add all related video encoding classes. Assisted-by: Claude

Adds missing NVENC classes in order to support GPU video encoding in a variety of GPU types. We encountered missing ioctls in Blackwell GPUs but decided to do a sweep and add all related video encoding classes. I am hoping this closes the compatibility gap for NVENC in gvisor.
