Bump upload-artifact v5→v6, download-artifact v5→v6, setup-go v5→v6, setup-node v4→v5, and update composite actions (hugo-build-action, hugo-build-versioned-action, merge) that were missed in the initial bump. These were still running on the deprecated Node.js 20 runtime. JIRA: trivial risk: nonprod
