feat: add operator eval release checks

Summary

• Adds public-safe Google Workspace and Meta Ads operator packs with workflows, skills, examples, and release notes so the repo covers credentialed operator boundaries.
• Adds machine-readable eval fixtures plus aw eval-check and catalog/publication scan coverage so growth and operator skill examples stay discoverable and public-safe.
• Adds a release checklist and updates README/index surfaces so public release handoff evidence is explicit.

Changes

• cli/aw.ts, tests/aw.test.ts: add eval fixture validation, catalog checks for eval README entries, fixture JSON publication scanning, and private-key block scanning while preserving inventory support.
• skills/, workflows/, examples/: add Workspace and Meta operator packs plus synthetic fixture coverage for 10 skill eval cases.
• README.md, examples/README.md, docs/release-checklist.md, docs/growth-skill-checkpoints.md, CHANGELOG.md: refresh public release and catalog guidance.

• Confirmed integration branch is one commit ahead of origin/main: db7665a feat: add operator eval release checks

Notes

• bun run validate passed with 20 tests, 14 workflows, 10 skills, catalog coverage, 10 eval fixtures, and 96 publication files.
• Do not tag or publish until this PR is merged and release notes are moved from Unreleased into a versioned heading if a tag is being prepared.
• Linear follow-up: AND-259, AND-260, AND-261.
