Version Rationale

The ATX heading behaviour change (breaking change: #NoSpace is now a paragraph) plus new features (copy button, new MSBuild properties) and the FCS version bump warrant a major version bump. Previous stable release was 21.0.0.

Test Status

This PR changes only RELEASE_NOTES.md. All individual changes were tested in their respective PRs. CI will validate on merge.

Please close #1020 as superseded by this PR.
