This pull request correctly fixes a hit testing issue in TreeView for horizontally scrolled content by updating RenderTreeViewport.hitTestChildren. The version and changelog are also updated. My main feedback is about adding a regression test to ensure this bug doesn't reappear, as detailed in the comment on the CHANGELOG.

While this change correctly fixes the hit testing issue, the PR is missing a regression test. As per the repository style guide (line 18), changes should be tested. Please add a test case that involves a horizontally scrolled TreeView to verify this fix and prevent future regressions.
