Document that host lists are rejected for dynamic labels - #51139

The modify label parameter reference implied hosts/host_ids were manual-label only without saying what happens if they are sent for a dynamic label. State that both are rejected, including when the list is empty.

Reference for the modify label endpoint said
hostsandhost_idsapply "if updating a manual label", but didn't state what happens when either is sent for a dynamic label. Both are now rejected, empty list included, so the parameter reference needs to say so explicitly.Documents the API behavior change in #51137.
