chore(ci): update PyPI publish workflow to use uv and Trusted Publishing

This PR migrates the PyPI publishing workflow to use uv for building packages and OIDC Trusted Publishing (id-token: write permission) for publishing, mirroring the successful setup in py-gasbuddy. This updates the obsolete Python 3.9/setuptools setup that was failing due to python version requirements.
